Aleš has 21 years of experience in financial regulation, particularly in the areas of capital markets, investment funds, securities, and bonds. He has been working in financial regulation since 2004, following his earlier career in legal practice.

Over the years, Aleš has contributed to a wide range of key legislative projects, including:

  • Regulation of distance marketing of financial services in the former Civil Code

  • Securities regulation in the new Civil Code

  • Major amendment of the Bonds Act in 2012

  • Drafting of the Act on Transparency of Joint-Stock Companies

  • Drafting of the Act on Management Companies and Investment Funds

  • Modernization of the regulation of mortgage-backed securities (covered bonds)

  • Transposition of MiFID II and IFD into Czech capital markets legislation (ZPKT – Capital Market Business Act)

  • Transposition of AIFMD 2 / UCITS 6 into the Investment Funds Act (ZISIF)

  • Introduction of the long-term investment product, the alternative participant fund, and the regulation of sub-threshold bond issuances

He also represented the Czech Republic in Brussels in negotiations on numerous EU regulations, such as those on credit rating agencies, short-selling, market abuse, benchmarks, prospectuses, EuVECA/EuSEF/ELTIF funds, money market funds, and European green bonds. Under his leadership, the Czech Republic also negotiated the EU Taxonomy Regulation and the Sustainable Finance Disclosure Regulation (SFDR).

In addition, he coordinated the preparation and adoption of the National Strategy on the Development of Capital Market in the Czech Republic 2019-2023 and the creation of the Capital Guide website. He has authored several articles in professional journals, contributed to legal commentaries, and presented at numerous seminars and conferences, both in the Czech Republic and abroad.
